I wasn't able to find anything that matches the 499 part number, however I was able to find the:

-Thule UpRide Roof Bike Rack - Wheel Mount - Clamp On or Channel Mount - Aluminum # TH599000 rack you were referring to.

What I can say about this bike rack is, it has a 45-lb, a one bike carrying capacity, and will fit round, aero, elliptical, and most factory crossbars.

Additionally, this rack will work great with bike racks that have a non-traditional frames, rear suspensions, and bottle cages.

If you're able to let me know what the other bike rack is, I'd be happy to evaluate these racks side by side for you.
