Yes, the Dexter Disc Brake Kit - 12-1/4" Hub/Rotor - Grease - 8 on 6-1/2 - E-Coat # K71-694-695-10 that you referenced does fit your 7k Dexter axles. You'd need a quantity of two of these since you have a tandem axle setup and this is enough for a single axle. The Kodiak Disc Brake Kit - 13 Hub/Rotor - 8 on 6-1/2 - E-Coat - 7,000 lbs # K2HR79E also fits too.

Or another really great and simple solution I recommend is the Hydrastar Disc Brake Kit w/ Actuator for Tandem Axle Trailers - 13" Hub/Rotor # HSE7K-T1 which comes with absolutely everything to convert a trailer with tandem axle 7k Dexter axles to electric over hydraulic disc brakes. It comes with the best actuator out there that reacts quickly and is the most reliable as well as coated brake components that will last a long time and have excellent stopping power. It also includes all of the other fittings, lines and random parts you'll need too which saves time trying to piece it all together.
