Best Bike Rack for a Rad Step thru City Commuter and a Specialized Vado 4.0

We have 2 e-bikes both with fenders will the Kuat NV22B work ? The bikes are: Specialized Vado 4.0 Rad Step thru City Commuter

I have a great bike rack for you but the Kuat NV 2.0 item # NV22B does not work for bikes with fenders. Mounting wheels with fenders can cause the fenders to crack or become damaged, especially with the added bumps and torque from your vehicle when it is in motion.
