I can definitely help eliminate some of the confusion.

I believe you are talking about the T-handle that rests on the outside of the center mast of the RockyMounts BackStage - 2" # RKY10002. This handle controls the tilt/stow mechanism on the rack. The BackStage uses a different lever for the swing-away assembly and the tilt feature. I went ahead and attached a diagram that shows this functionality with the lever. I also attached a video that shows this handle in action at timestamp :22.
