Yes, the etrailer SD Non-Binding Tow Bar for Duncan Base Plates # e24ZR can install directly into a SUV 2" hitch receiver. The etrailer SD Non-Binding Tow Bar for Duncan Base Plates # e24ZR will not install directly to a Jeep bumper, it will connect to a Duncan base plate kit.
In order to flat tow your 1987 Jeep Wrangler with a standard bumper you will need to install a base plate kit for the tow bar to attach to. I recommend the Blue Ox Base Plate Kit # BX1137 which has removable arms that offer a seamless look when you're not flat towing. You would then want to use the etrailer SD Non-Binding Tow Bar # e47ZR (includes safety cables) which is compatible with the Blue Ox base plate.
Some other items you will need to consider for flat towing are tow bar lighting and a supplemental braking system.
