Your vehicle can tow when in 4-wheel-drive operation. The online manual for the 2004 Ford Expedition indicates on page 241 the allowable trailer weights and gross combined weight ratings (GCWR, which is for both tow vehicle and trailer together) based on the specific versions of the vehicle and whether you are in 4 x 2 or 4 x 4 mode.

For example, the 4.6 liter version in 4 x 2 mode has a GCWR of 10500-lbs and in 4 x 4 mode a rating of 10700-lbs. The 5.4 liter with standard tow package has a GCWR 11800-lbs in 4 x 2 mode and 11900-lbs in
4 x 4 mode. The 5.4 liter with the optional tow package has GCWRs of 14500-lbs in both 4 x 2 and 4 x 4 modes.

On the driver door pillar of your Expedition there is a sticker indicating your vehicle capacities based on its specific equipment; this should be consulted before towing and never exceeded.

Please note that the Class III hitch you referenced, part # 75071, is not a fit for your vehicle; this fits the Expedition only through model year 2002. You can consult your manual or local Ford dealer for information regarding the capacities of the OEM hitch on your vehicle.
