I was able to measure several hitch mounted bike racks that we have available in our video studio and have found a bike rack that will clear your spare tire, carries up to 4 bikes, and has a tilt away function.
The Thule Hitching Post Pro # TH934XTR is a hitch mounted bike rack that will fit in both a 1-1/4 and 2 inch hitch receivers, and uses the same hitch pin hole. It will hold up to 4 bikes and has folding arms, and a tilting away function. Also the distance from the hitch pin should accommodate your spare tire that is mounted on the back of your Jeep. I have included two photos showing the measurements for your reference.
The Thule Bike Adapter Bar # TH982XT is recommended for use when transporting alternative frame, womens or childrens bikes that do not have a horizontal cross bar to mount on the bike rack. When using this adapter bar the bike is carried in a more level position, therefore improving ground clearance. However, the Thule Hitching Post Pro has a narrower arm spread of 12-3/8 inches from the outside to the outside of each arm that supports the bikes. This distance can reduce the need for using an adapter bar.
I have included links to the parts listed above, a couple of photos, and videos for your reference.
