We definitely have a great U.S.A.-made rack for you. With that being said, the Hollywood Racks Sport Rider SE models like the # HLY84FR are made overseas.
For a great alternative American-made option, the highest weight capacity of a U.S.A.-made rack we have is with the Thule T2 Pro XTR Bike Rack for 2 Bikes - 2" Hitches - Wheel Mount # TH83JV. Not only is this rack American-made, but it also comes with a 60-pound per bike weight capacity. The T2 Pro XTR is a great choice if you have fat tires that measure up to 5 inches wide. It is also great for bikes with wheel diameters of 20" - 29" and maximum wheelbases of 50-1/2" from axle to axle. A huge advantage of this rack is that it comes with integrated rollers that allow you to roll the rack to and from your vehicle for easy transporting.
If you have a 2-inch hitch already installed on your vehicle, I recommend making sure that you have enough shank length on the rack to clear your rear bumper. Since the distance between the center of the pinhole on the rack measures 5" to the closest part of the rack when folded, I recommend measuring the length from the center of your hitch's pinhole to the outside surface of your bumper. As long as that measurement does not exceed 5 inches long, you are good to go!
