How To Determine A Weight Distribution System For A Forest River Heritage Glen TT

I recently bought a forest river Heritage Glen travel trailer. It’s almost 40 ft with a hitch weight of 1150 and a Uvw of 8600. I am towing with a f250 diesel. I was convinced buy the sales person that the 1000lb R3 recurve weight distribution/sway control hitch would work perfect. When towing the truck still has sway. Is this because the hitch is too small? And if so what sway/weight distribution hitch would you recommend? Thanks
