is there some sort of gasket material to put between the rack and truck bed that does not have bed rail covers

There is not a material included, but since the beds are aluminum on the model year Ford Super Duty trucks that the B&W Custom Headache Rack w/ LED Brake, Turn, Tail Lights # BWPUCP7502BA fits, and the rack is steel, you will want to put protection on the bed rails.
What you'll want to do is cover the surface of the rails that the # BWPUCP7502BA touches with urethane or polypropylene tape
