Can I Flat-Tow a Non-Running Jeep Wrangler?

Want to flat tow a jeep wrangler but its 4x4 is broken or does t work. Can I still do this. What info would you need to let me know?

There are many variables to this question. For example, if the vehicle does not have a working battery, some functions on your Wrangler may not work properly and may even be illegal.
