In order to carry your Thule Helium bike carrier and your Curt Cargo Carrier simultaneously you can use the Curt Dual 2 inch Receiver Adapter # D-192.
The tube at the rear of the cargo carrier is not a receiver and is not intended to be used as one. Adding a bike rack to the open tube would apply way too much leverage tot he hitch and probably damage it.
With this adapter you should be able to put your cargo carrier in the bottom receiver and bike rack in the top receiver opening. In the picture attached I have the dimensions of the adapter listed so you can measure your bike rack to verify it will not have contact with your cargo carrier.
Please check your owners manual for your towing capacity of your Hyundai Sante Fe because by using this adapter it cuts your tongue weight capacity in half which is seriously going to hinder how much you will be able to carry.
When you figure out your cargo weight make sure to include the accessories themselves as well.
An issue you may have when using this adapter is that your bike(s) will be hanging and will probably interfere with the cargo you are trying to carry.
One way to alleviate this issue is by getting a trunk mount bike rack such as the Hollywood Over the Top # HRF2. This rack will carry two bikes and go over the spoiler at the top of your cargo opening.
If you do not have a spoiler then check out the Thule Passage # TH910XT which would be an economical way to use your cargo carrier and still take your bike(s).
