The Swagman Hitch Lock and Cable # S64031 will fit your Swagman XTC2 bike rack. Your XTC2 has a threaded 1-1/4 inch receiver hole and the # HRLHPC1 that you referenced is not threaded so it will not fit.

This Swagman lock and cable combination has a 7 foot cable and is designed to work with your bike rack. Many customers who have your XTC2 bike rack also have this lock.
