I have a couple potential solutions for your ST175/80R-13/6 which is a 24" tire. All of our spare tire covers are designed the same way, which is with an elastic band that slides over the tire and around the back side of the tire. This unfortunately does leave a portion of the back tire exposed on a trailer such as yours.

You could potentially buy a spare tire cover that is slightly too large like the Adco Spare Tire Cover - 25-1/2" Diameter # 290-1738 and then use bungee cords on the back side to pull it tight and cover the back side (this would require putting some small holes in the backside of the cover for attachment points).

The other option I could think of would be to buy two of the Adco Spare Tire Cover - 24" Diameter # 290-1739. You could then cut a hole in one of them to feed around the spare tire mount arm to put on the backside of the tire. You would then take the second cover and feed it over the front of the tire like normal which would cover the entire tire.
