The flashing blue light means that the Curt # C51180 Echo wireless brake controller isn't paired to your phone.
If the controller was previously paired to your phone, you'll want to delete the app and reinstall it. The pairing procedure is outlined in the installation instructions which I've linked for you. The instructions even include a QR code you can scan with your phone to download the app so you don't need to mess with the app store.
