Does Brake Controller Output Voltage Need to be Over 4 Volts

06 dodge 2500 ram. Should the output, regardless of setting, be 4 or more volts always?

There is no minimum voltage requirement for a brake controller's output circuit setting. I wouldn't focus on the number so much as what allows the controller to operate your trailer brakes the best.
