What supplemental braking system would you recommend to flat tow a manual five spd 1997 toyota rav4? I am looking for a system that I could install.

The first thing that you are going to want to do is check the owners manual to be sure you can flat tow your 1997 Toyota RAV4 and the specific procedure for doing so.
There are several types of braking systems available and I have included a link to our FAQ article that covers supplemental braking for you to review.
One of the easiest systems to set up and use is the Even Brake proportional system # RM-9400. It will apply the Ram brakes in proportion to how much the tow vehicle is braking. This is the easiest way to stop and it reduces wear and tear on both vehicles.
