Question:
Hi, I have an 08 Navigator tow vehicle with 4-flat plug, but my new boat trailer has 5-flat plug it does have surge brakes. Is there an adapter I can get to allow the reverse lockout to function?

In order to add a 5-way connection to your 2008 Lincoln Navigator you need the Curt Trailer Connector Adapter - 4-Way Flat to 5-Way Flat - Vehicle End # C57187. You will plug the adapter into your existing 4-way connection and the additional wire will connect to your reverse lights to send the signal for your electric lockout.
I have attached an installation video for your reference.
