Nuts and bolts would be the best way to secure the Lets Go Aero D-Ring Tie-Down Anchors for Cargo Carriers - Bolt On - 800 lbs - Qty 4 Item # MMP536 that you referenced. You'd need a pretty large self-tapping screw to fit the hole of the anchor but it technically could be possible. The self tapping threads would not hold nearly as well as nuts and bolts though.
