For your 2022 Toyota Highlander carrying two 65-lbs E-Bikes, I recommend the Swagman E-Spec Bike Rack for 2 Electric Bikes # S94FR. This bike rack is capable of handling up to 70-lbs each bike, for a combined capacity of 140-lbs, and can accommodate up to 3" thick tires.
If your tires are thicker than 3", you'll need the Fat Tire Adapter Kit for Swagman G10 and E-Spec Bike Racks # S64679, which can accommodate up to 5" thick tires.
