Question:
Is there a trailer hitch lock that can be used during towing as well as when the trailer is not in use?

We do have lock kits that allow you to secure your trailer whether it is coupled and ready to tow or not in use. I recommend going with the Master Lock Trailer Hitch Receiver Lock and Coupler Lock Set # 3794DAT because it comes with locks both for the trailer and for the ball mount, plus everything is keyed alike so you don't have to fumble around with the keys trying to remember the correct one for each lock.
I have attached a review video for you to check out.
