Do Safety Chains Need To Be Attached To The Tow Bar When Flat Towing?

have curt c19745 tow bar. where do I get the u bolts to fit the tow bar to attach the safety chains?

Instead they'd be secured to the base plate of the towed vehicle and the RV. That way if the tow bar gets disconnected from the towed vehicle, the safety chains are still attached to the vehicle and RV.
