Upgrading Trailer Tire Size to 12 inch for Increased Speed Rating
Question:
I have Highlander boat trailer with 8inch wheels and want to up-size to at least 12 or maybe 13. Weight of boat is less than 500 pounds empty so mainly want to get a higher speed rating although we may load extra weight in the boat at times too.

To gain the higher speed rating you are wanting from a 12 inch trailer wheel and tire the Kenda Karrier # AM31199DX would be your best option as it's rated for up to 81 mph. It's outer diameter is 21.3 inches. This should only take up about one inch of your fender clearance so that shouldn't be an issue.
