Im looking for a tailgate assist for a 1994 C3500 dually.

Yes the Hopkins EasyLift Truck Bed Tailgate Lift Assist, part # 74211, is compatible with your 1994 Chevrolet C/K Series Pickup. The installation will require some drilling, but once installed it will not affect how your tailgate sits in your truck. it will only make raising and lowering it easier.
