The Prodigy is a proportional brake controller and applies power to the trailer brakes in proportion to the speed in which the vehicle is stopping so you will not get full power to the trailer brakes when the trailer is not moving. The motion sensing device will apply more power when the towing vehicle is stopping faster than it will when it is stopping slower. The amount of voltage sent to the trailer brakes is not dictated by pressing the brake pedal but by the stopping motion of the towing vehicle. You should be able to apply full power to the brakes by adjusting the power up and applying the manual brake control on the controller full left, when not moving.

You will need to use the instructions (see link) for the Prodigy to adjust your brake controller to work with your trailer brakes. This is a matter of adjusting the power knob to achieve maximum braking power while doing slow speed stops.
