Can Swagman Chinook Bike Rack be Used on Class A Motorhome With Cover on Bikes

Swagman Semi 2.0 Bike Rack. I see that this rack is approved for an RV. Therefore, my only question is it strong enough to be mounted on an RV class A with a cover that completely covers both bikes? Thanks for your help
