Even pushing zone 2 off we still hear the tv outside

It sounds like you may have an issue with the connected speakers rather than the actual unit. I recommend you reconnect the wiring harness to the appropriate slots located on the rear of the unit, and check if the issue persists.
You will want to use A for zone 1 and B for zone 2; refer to the diagram attached.
