The Reese Universal Installation Kit for 5th Wheel Trailer Hitches item # RP30439 you referenced is a universal kit that will work with your 2009 Chevrolet Silverado 2500 HD Short Bed. If the rails you are using have already been used on a previous truck I do recommend replacing them. Those rails are recommended to be used on one vehicle only and not interchanged. The manufacturer's warranty does not carry over either. Since you already have the item # RP30439 kit you would just need new Universal Base Rails item # RP58058.
If you would like to go with a custom kit that is designed specifically for your 2009 chevrolet SIlverado 2500HD you will need the Reese Quick-Install Custom Installation Kit w/ Base Rails for 5th Wheel Trailer Hitches item # RP50064-58. The custom kits are far better options than the universal ones because they do not require you to drill into your frame.
To have a 7-Way connector in the bed of your truck I recommend the Curt 5th Wheel/Gooseneck Custom Wiring Harness w/ 7-Pole Connector - 7' Long item # C56070.
