I know this will sound obvious, so don't get mad, but make sure the vehicle is on and the specific function you are testing for is being engaged. This is a very commonly missed step and you would be surprised how often this gets everything working. However, if you are already doing this, let's try something else.
As you said you had replaced the fuse box and relays, I am assuming you have the factory tow package on your 2011 Chevrolet Traverse. Generally I will start by saying the towing fuses need to be checked and replaced if needed, but since that was done already, the only thing that might be causing this is a bad connection at the back of the 7 Way plug. Pull that all the way off and make sure all the ports are nice and clean, apply some dielectric grease, like # 11755, reattach and test again. If you are still only getting the 12 volt power and nothing else, you have either a break somewhere or something else going on with the vehicle's computer. This will require a Chevy dealer or auto shop to diagnose and repair, unfortunately.
If I am wrong about having the factory tow package, there are a few things to check, The included part numbers will be examples, but the 4 Flat is specific to your 2011 Traverse in case you do need a replacement. First, make sure your 4 Flat ( # 118450) is fully seated behind the tail lights and test each port for function. If this is bad, replace it and test your 7 Way again. If it is good, make sure it is fully connected to the 7 Way. If you still aren't getting anything, there is something wrong with the 7 Way plug and it will need to be replaced with something like the # 37185.
