is the load rating on a tire a per tire load rating or a per axel load rating.

The load rating expressed for a tire is the maximum amount of weight that the tire can support. Multiply that by two, and you'll have the capacity per axle.
For instance, the Taskmaster Provider # TR20515D 205/75-15 Load Range D tire you'd looked at has a 2150 lb per tire/4300 lb per axle capacity when used in a single wheel configuration, or 1875 lb per tire/3750 per side/7500 lbs per axle for a dual wheel configuration.
The radial tire carries an M speed rating, which is good for up to 81 mph.
