The Pace Edwards Switchblade Retractable Hard Tonneau Cover - Aluminum and Vinyl - Black # 311-SWFA18A44 clamps onto the inner lip of your 2019 Ford F-250 Super Duty's bedrails so if you have a hard plastic liner that sticks out away from bedrails you will most likely need to trim just a bit to make room for the clamps. If you have a spray-in liner you shouldn't have to make any adjustments.

The Switchblade rails feature a water management system that channels excess water into the canister. This prevents water from getting into your bed or freezing in your tonneau cover rails during cold temperatures. The drain tubes attach to the bottom of the canister to remove water through the OE drain holes in the floor of your truck bed. If your liner blocks any drain holes in the floor of the bed or in the bedrails then you would have to trim/drill and opening to install the drain tube.
