will the part # HM40985 work on a 2017 Ford F-350 Superduty, and does it power both the 7 pin and the 4 pin?

The Hopkins # HM40985 isn't a vehicle specific item it would hardwire into the tow package wiring on your F350 and if used with a 4-pole/7-way connector such as # HM40975, it would indeed power both trailer connectors.
However, your 2017 Ford F350 should have a US Car connector located behind the bumper that would plug directly into a trailer connector like the # HM40975 for a super-easy installation.
