To tow your 1999 Ford Ranger you could use the Roadmaster StowMaster Tow Bar - Car Mount - 2-5/16" Ball - 6,000lbs # RM-504. You would need some Roadmaster base plates like the Roadmaster Crossbar-Style Base Plate Kit - Removable Arms # 483-1 for it to connect to. To flat tow you would also need a braking system, tow bar wiring kit, and safety cables.

For the tow bar wiring kit I recommend just using some magnetic lights like the Roadmaster Standard Magnetic Tow Lights # RM-2120 to simply plug in and run to the rear of your Ranger to provide visible braking, stopping, and turn signals to legally tow.

For a braking system I recommend the Brake Buddy Classic 3 Portable Supplemental Braking System # HM39494. Get reliable braking with this lightweight, portable system. The actuator unit applies the towed car's brakes after receiving the signal via internal inertia sensor. Braking power settings let you adjust brake intensity based on your towed car's weight. The included charge line will also keep your vehicle's battery charged while towing to prevent you from arriving at your destination and having to to deal with a dead battery.

For safety cables I recommend the RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000lbs # RM-643. The coiled design of these cables will help prevent them from dragging on the ground and being damaged.

You will most likely also need a high/low adapter to keep your tow bar level between your Ranger and Armada. I've attached our help guide article that will walk you through the steps of determining the correct rise/drop needed.
