To flat tow your 2021 Jeep Wrangler Unlimited you'll also need a base plate, braking system, tow bar wiring kit, and safety cables. I have the following recommendations for you below:

Base Plate: Roadmaster Direct-Connect Base Plate Kit - Removable Arms # RM-521453-5. The direct-connect connection points make attaching your tow bar super quick and easy. The removable arms will provide a clean look when not in use as well. These base plates will fit a factory bumper so if you have something else let me know and I can find the correct base plate for your bumper.

Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267.
