The Cup Holder Charging Adapter part # WA54FR pulls power from the 12 volt outlet or otherwise known as the cigarette lighter port. In some cases, the 12 volt outlet will pull power while the vehicle is off and others it will not it. It all comes down to how the vehicle is setup but you should be able to test this by leaving the unit installed and plugging in an accessory like a phone to see if it charges with the ignition off.
