Can I use a Curt RockerBall Shock Absorbing hitch ball with the curt rebellion XD adjustable ball mount?

You wouldn't be able to use a RockerBall like # C40047 with a shock absorbing ball mount.
Per the manufacturer, Curt, the RockerBall is not actually able to be used with any type of cushioned ball mount; for the RockerBall # C40047 you would need a standard fixed ball mount with a 1" ball hole diameter for the shank to fit.
