Troubleshooting Trailer Running Lights Always on When Connected to 2013 Jeep Grand Cherokee

Power to the running lights plug stays on all the time.

It sounds like you are saying the running lights are always on when your trailer is plugged into your tow vehicle. I would start by checking the connection on your vehicle and trailer. Make sure it is clean and undamaged. If corrosion is present it could be allowing the power to move to your running lights which would be why they are always on. The other thing I would double check is the ground connections. Make sure they are all secure on a clean, bare-metal surface.
If that does not fix the problem it is time to check out the wiring. You will want to use a circuit tester like the # PTW2993. I would start by checking the pin for the taillights/running lights on your tow vehicle. If you find that it has power when it shouldn't then you know the problem is on the vehicle side. If it does not, there is a problem with the wiring on your trailer, most likely at the connector.
If the problem is on the vehicle side then you will want to trace the brown taillight wire back and attempt to locate the problem testing as you go. While you're at it you can check to see if there is any damage that might cause a short. I don't know your exact light setup but if you have a converter box from a 4-way installation you can check behind the converter box after checking the connection at the back of your vehicle to help narrow down where the problem is coming from.
