I just spoke with my rep from Horizon Global about the The Draw-tite Front Mount Trailer Hitch Receiver - Custom Fit - 2" item # 65033. Due to varying tire sizes, trims, and after market suspensions like yours, they do not offer the measurements of how far off the ground that front mount hitch is on a stock 2004 Dodge Ram 1500. He told me the best way to determine the hitch height for your specific vehicle is to measure from the bottom of your frame to the ground and subtract 10 1/2". Whatever number you get will be the clearance from the ground to the bottom of the front mount hitch receiver item # 65033.
If you are looking for maximum ground clearance, I recommend going with the Curt Front Mount Trailer Hitch Receiver # 31320. The Curt will provide better ground clearance for your 2004 Dodge Ram 1500 by approximately 3 inches. I have attached a photo that will show you the measurements from the mounting surface of each hitch to the top and bottom of the hitch receivers.
