Yes, the Thule Spare Me 2 Bike Rack, # TH963PRO, will fit on your 1998 Honda CR-V. I have attached the installation instructions and an installation video of this bike rack for you to check out. You will notice that the vehicle in the video is different from your CR-V, but the video should give you a good idea on what is involved to install the bike rack on a vehicle with a rear mounted spare tire.
If you plan on carrying any womens, childrens or alternative style bikes, I recommend also picking up the Thule Bike Adapter Bar, # TH982XT. Bikes with small and angled frames can be difficult to load on a bike rack and can cause ground clearance issues. This adapter will allow you to mount your bikes easily and safely.
