The reason why the Saris Freedom Bike Rack for 2 Fat Bikes # SA4412B-FB cannot be used behind a flat-towed vehicle is because the rack will experience increased torque/force while mounted on a hitch on the back of your flat-towed Jeep Wrangler. These forces can be exacerbated when your motor home/Jeep Wrangler experience bumps. Racks must be intentionally constructed to withstand these added forces.

If you want a similar bike rack that is constructed in a way that will work on the back of a flat-towed vehicle, I recommend the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2" Hitches # HLY64FR. The RV rider has a maximum per-bike weight capacity of 80 pounds and will be able to accommodate fat-tire electric bikes up to 5 inches wide. Also, just like the Freedom, the RV Rider has independently adjusting cradles that slide up and down the center mast to fit virtually any bike frame style. An advantage that the RV Rider has over the Saris Freedom (apart from the weight capacity) is that it comes with a keyed-alike hitch pin lock and cable lock to deter the theft of the bikes and the rack itself.

You will need a hitch receiver for the RV Rider on your Jeep Wrangler. For a correct recommendation, please respond with the year of your Jeep Wrangler. Also, I can confirm whether you will have enough shank length on the RV Rider to clear your rear bumper/spare tire.
