The reason why the Saris Freedom Bike Rack for 2 Fat Bikes # SA4412B-FB cannot be used behind a flat-towed vehicle is because the rack will experience increased torque/force while mounted on a hitch on the back of your flat-towed Jeep Wrangler. These forces can be exacerbated when your motor home/Jeep Wrangler experience bumps. Racks must be intentionally constructed to withstand these added forces.

If you want a similar bike rack that is constructed in a way that will work on the back of a flat-towed vehicle, I recommend the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2" Hitches # HLY64FR.
