If your step through bike has the frame at least 12" from the ground then the Swagman Chinook Bike Rack for 2 Bikes - 1-1/4" and 2" Hitches # S64683 would work without an adapter bar. The padded hooks can adjust down all the way to 12" from the ground which works with a lot of step through bikes but you will want to measure to verify fitment. The weight capacity is 45lbs per bike and it is compatible with motorhomes.
If your frame is less than 12" from the ground then your next option is a wheel-mount bike rack like the RockyMounts MonoRail Bike Rack for 2 Bikes - 2" Hitches # RKY10004. This secures the bike by the front wheel and it does not touch the frame, making it compatible with step through bikes. Keep in mind, the pivoting arm clamps around the front wheel so it would likely interfere with front fender or basket. The weight capacity for this carrier is 60lbs per bike and it is also compatible with motorhomes. I attached a couple demonstration videos to assist you.
