That's a good question and the trailer hitch that has the best bumper clearance (and ground clearance!) for your 2021 Subaru Forester is from EcoHitch:

When we installed this hitch on a 2021 Forester we found that it was 3 inches from the center of the hitch pin hole to the edge of the rear bumper, and also measures about 13 inches from the ground to the bottom of the hitch, which is the best clearance.
