You most likely have a bad ground, loose connection somewhere in your wiring, or the converter box you're using is malfunctioning and causing this issue. You can start by examining your wiring to ensure there are no loose connections or damage to the wiring. Then you can test the wires running to the converter box using a Circuit Tester Kit # PTW2993.

If all of your wiring is fine and the signals are correctly sending to the converter box, then the box is your issue, and you can replace it with the Hopkins Custom Tail Light Wiring Kit for Towed Vehicles # HM56202 you were looking at. This wiring kit will is a plug-and-play design to prevent you from having to splice in any wires.
