Yes, the Draw-Tite Ultra Frame Service Body Trailer Hitch Receiver # 41990-07 can be bolted on rather than welding. This will require you to drill the appropriate 5/8" bolt holes in your frame. You must install at least 4 bolts in each side of the frame with the top 2 holes being mandatory holes that must be used and allowing for you to choose 2 of the bottom 3 holes for the remaining 2 holes. You will need to supply your own grade 5 or stronger bolts as these are not included with the receiver. The receiver cross tube will still need to be welded to the frame plates to complete the installation.
I have included a image with the spacing of the holes so that you can ensure that your frame is large enough and you do not have any parts in the way that would prevent you from drilling and bolting to your frame. I have also linked the instructions below that shows the installation process when bolting on the frame plates.
