I have a great solution for you. Unfortunately, if you are using a 2-inch hitch like the etrailer Trailer Hitch Receiver - Custom Fit # e98856 on your 2021 Jeep Wrangler Rubicon, you will not have enough space on the shank of the Swagman Chinook # S64683 to clear the spare tire. This is because the length from the center of the shank's pinhole from the closest part of the rack is 6 inches. On the other hand, the length from the etrailer hitch from the center of the pinhole to the end of the spare tire is 8 inches. However, if you are using a different hitch, I recommend measure the distance from the center of the hitch pin hole to the outside edge of your spare tire to confirm whether the shank of the Chinook will clear the tire. That measurement must be less than 6 inches.

For a great alternative, I recommend the Hollywood Racks Trail Rider Bike Rack for 2 Bikes # HR200Z. The Trail Rider has a distance of 12-1/8 inches from the shank's pinhole to the closest part of the rack (folded up and down) which is plenty of length to clear your tire. Also, the Trail Rider comes with the same frame-mount attachment style, 45-pound per-bike weight capacity, and keyed-alike locking system as the Chinook. One of the main differences is that the Trail Rider does not have a tilt-away function. As far as hitch compatibility, the Trail Rider will be able to fit your 2" hitch receiver.
