Troubleshooting Locking Clamps That Won't Move on the Thule EasyFold XT Bike Rack

Unlocking clamps to get bike off… won’t move

I see you asked this question from the Thule EasyFold XT Bike Rack for 2 Electric Bikes # TH903202 so I am assuming you are talking about the padded clamps with hand knobs that come on this rack.
Those clamps are designed to free spin when locked, you can spin it over and over and it will not loosen the clamps. It sounds like you have unlocked the clamps but are unable to get them to spin to loosen the clamps.
If that is the case you can try locking and turning, then unlocking and turning, try it with key in or out and see if that helps get things lined up. Another thing to try is to jiggle the rack around, then try to loosen the knob. Since shaking the rack helps bring out the tension while you are tightening the knob, it might also align things while trying to loosen it.
If that doesn't work you could also try to spray a little WD-40 on the threads to see if the extra lubricant helps loosen things up. A pair of pliers could be useful in gaining some extra leverage as well, you'd just want to be cautious you don't damage the rack.
