Can you tilt this rack away from your tailgate with the bikes on the rack? thank you

I spoke with my contact at Hollywood Racks about the Sport Rider SE bike rack # HR1400Z. He stated that you can tilt the rack down with the bikes loaded. He also mentioned that it is most likely going to be a 2-person job: 1 person to hold/lift the bikes and 1 person to pull or insert the pin at the pivot point.
