The Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY84FR is rated for motorhome use. It's also rated for cars, trucks, vans, and SUV's.

Will this rack extend out far enough pass a spare tire on back of camper or is there some kind of extension

@BillM The Hollywood Racks Sport Rider SE Bike Rack # HLY84FR has a 7-1/2" distance from the face of the hitch to the closest part of the platform. You can measure to see if this would be enough clearance. There are hitch extenders available for better clearance but they'll reduce you hitch's capacity by 50% and will cause the rack to bounce and rattle more, which can wear and damage the rack so I really don't recommend using one. If possible I'd look into a different tire carrier or move it in order to clear the bike rack.
