Recommended Solution for Vehicle Mounted Tow Bar Compatible with Roadmaster EZ Base Plates
Question:
Is there an add on part that will allow me to fold and lock the tow bar in the upright position so I don’t have to remove it every time we want to use the car? Thanks

I may have a solution for you, but the Curt Tow Bar with Adjustable-Width Arms - Car Mount - 2" Ball - 5,000 lbs # C19745 cannot be stored on the vehicle and there's not an available solution that would allow it to function in the manner you're seeking.
If you wanted a tow bar that is stowed on the vehicle, the Roadmaster StowMaster Tow Bar - Car Mount # RM-501 (2" hitch ball) or # RM-504 (2-5/16" hitch ball) would be the best solution. It looks like you've also got Roadmaster EZ base plates, which the StowMaster is compatible with and this would allow to store the towbar on the car instead of having to remove everything each time you want to drive the vehicle.
I've linked a review video of this tow bar for you to check out.
