After some research, I have found the Hollywood Racks Sport Rider Trike Carrier # HR1000Z-R-TRKADP you referenced is compatible for your TerraTrike Rover. The carrier has a maximum wheelbase of 74 inches, a maximum trike width of 36 inches, and a weight capacity of 100 lbs. Your Rover has a wheelbase length of 39 inches and a track width of 30-1/4 inches and a total weight of approximately 40 lbs., all well within the racks capacity.

To see if this rack will fit your 2009 Jeep Wrangler with a spare tire, you will need to measure from the center of the hitch pin hole on your trailer hitch out to the outer edge of the spare tire. The distance from the center of the hitch pin hole to the closest edge of the wheel hoop of the bike rack is 8-1/2 inches, so the outside edge of your spare tire will need to be less than 8-1/2 inches from the center of your hitch pin hole.
